Veteran energy economist and climate modeller Mark Jaccard is returning to his former job as chair and CEO of the British Columbia Utilities Commission (BCUC), a position he previously held from 1992 to 1997.
The commission regulates the province’s public utilities, including BC Hydro and gas company FortisBC, and the province “has been working to review the role of the BCUC to better support B.C.’s clean energy transition,” Premier David Eby’s office said in a release. Jaccard started work in his new/old role September 14.

Most recently, Jaccard was a professor of resource and environmental management at B.C.’s Simon Fraser University, where he was frequently cited on key aspects of Canada’s transition off carbon. He’s been an author with the Intergovernmental Panel on Climate Change since 1990 and served on the B.C. Climate Solutions Council, the province’s climate action team, and the National Round Table on the Environment and the Economy.
