Tolls Will Cut Congestion: Ecofiscal Commission

Canada’s Ecofiscal Commission conducted a think tank which found it’s long past time that Canada’s cities put a price on major roadways. Congestion directly costs Toronto about CND$7 billion annually and Vancouver CND$1.4 billion, on top of the environmental effects of slow-moving vehicles emitting more exhaust fumes. Chris Ragan, the McGill University economics professor leading the think tank, said, “We don’t price road access, and the cardinal rule in economics is if you have an unpriced resource it gets over-used.”
