United States water management governing bodies are coming into increased problems as the Endangered Species Act continues to add more species to their list. Robert Gulley from the Texas Office of the Comptroller Public Accounts said, “states will need to be recognized by the U.S. Fish and Wildlife Services for developing voluntary action programs. Local entities and companies will need to work together.”
