Meeting 28 out of 30 conditions won’t be good enough if Enbridge hopes to win the City of Montreal’s endorsement for the controversial Line 9 pipeline reversal project. “I’m for economic development, but if you don’t fulfill those conditions, I’m not going to support it,” said Mayor Denis Coderre, head of the Montreal Metropolitan Community (MMC), and formerly a senior Liberal Member of Parliament. “It’s not a matter of, ‘Well, a good average is 28 out of 30.’ No. It’s got to be 30 out of 30.” Enbridge has failed to explain how it will protect waterways touched by Line 9 or outline its oil spill emergency plan, and Coderre said he will ask the National Energy Board and federal Natural Resources Minister Greg Rickford to withhold project approval until the MMC’s conditions are met.
