After years of lobbying by the Canadian government, the European Union is about to rewrite its Fuel Quality Directive to make it easier for tar sands/oil sands producers to bring diluted bitumen to the European market. Under the new rules, “oilsands importers would only have to report an average greenhouse gas emission for their fuel, and would not have to report oilsands product individually,” HuffPo reports. “Now the next challenge for the oilsands industry will be to build the capacity to east coast ports to bring that oil to Europe,” leading to pointed questions about whether Canadian communities will see any benefits from projects like TransCanada’s proposed Energy East pipeline.
